Summary of changes, as printed

This publication has been substantially revised and needs be completely reviewed. Significant reductions have been made and several chapters and process-oriented areas eliminated. Guidance for those chapters is available in other publications (e.g., NTIA Manual, Department of Defense Instructions (DoDI), Department of Defense Directives, and Allied Communications Publications (ACP)). 1.
