- No. A member without dependents in Government quarters where a Government dining facility is available is paid the reduced rate: DTMO applies 0.63 of the index to the no-dependent spendable income (DoD FMR Vol. 7A, Ch. 68, par. 3.4.1). Meals not available at the dining facility add a fractional COLA (Table 68-6: 7% morning, 15% noon, 15% evening of the 0-dependent daily rate).
