Summary of changes, as printed
This DAFI has been substantially revised and should be reviewed completely. It supersedes AFI 32-1020, Planning and Programming Built Infrastructure Projects, dated 18 December 2019, and incorporates changes from DAFI 32-1020 Department of the Air Force Guidance Memorandum (DAFGM) 2024-01. These changes update language to include the USSF and designate the instruction a DAFI. In accordance with (IAW) AFI 65-501, Economic Analysis, this DAFI reflects updated language and thresholds for determining when an economic analysis is required and the formal process for completion. IAW ICD/ICS 705, Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities, this instruction provides guidance on planning and programming Sensitive Compartmentalized Information Facility (SCIF) projects. It also updates guidance on: cost estimate requirements when planning and programming infrastructure projects require formal cost estimation; Foreign Military Sales (FMS) construction; management and approval of Relocatable Facilities (RLF); Networked Facility Components to consider when making Networked Facility Determinations; and programming and approval of NAF projects IAW DAFI 34-112, Services Nonappropriated Fund Facility Projects.
