Purpose, in the publication’s words

This DAFI assigns responsibilities and prescribed procedures for: 1.1.1. Requirements to record fiscal, physical, legal, environmental, and geospatial information on real property (RP) assets to which the DAF has a legal interest. Data from real property inventories (RPI) and Accountable Property System of Record (APSR) are the basis for current sustainment and future capital investments. Physical verification can be derived from surveyed as-built drawings to facilitate accurate real property and geospatial information reconciliation. (T-0) 1.1.2. Submitting appropriate reporting data from DAF APSR to the DoD RPI systems, i.e., Data Analytics & Integration Support (DAIS). The data is then aggregated in the DAIS platform and submitted as the DoD Real Property Asset Database (RPAD). (T-0) 1.1.3. Requirements to ensure and sustain financial auditability of DAF real property physical records, APSR inventory, and financial reporting. Real property used by the DAF will be reported on the annual DAF financial statement. (T-0) 1.1.4.

Summary of changes, as printed

This document includes substantial revisions and requires a complete review, as the document has been re-structured to improve the overall flow of the content and to enhance installation effectiveness. Key revisions involve the restructuring of Air Force Civil Engineer Center (AFCEC) and Air Force Installation and Mission Support Center (AFIMSC), the incorporation of the Footprint Growth Offset Policy, and expanded roles and responsibilities for real property accountability. The updates more effectively integrate United States Air Forces in Europe (USAFE)/United States Africa Command (AFAFRICA), USSF, AFRC, and ANG equivalent terminology where relevant; change to Facilities Board approval and notification procedures; and mandate the use of NexGen IT to ensure Financial Improvement and Audit Remediation (FIAR) compliance. Additionally, the updates include a table with Real Property Asset (RPA) Operational Status Codes (OSCs) and earned sustainment percentages; enhanced guidance on OSCs for Landfill Management; clarification of procedures for maintaining Facility and Grant Folders, including the mandatory naming convention for Key Supporting Documents (KSDs) uploaded to the Accountable Property System of Record (APSR); a revision of processes related to Real Property Inventories and Reporting aligned with FIAR Principles; and updated guidance on Privatized and Privately Owned Assets on DAF Property.
