Purpose, in the publication’s words

Determination. In determining the purpose of an appropriation, the language of the appropriation act itself is the first place to look to determine the authorized purpose(s) of an appropriation. Where an appropriation act is specific in stating for what the funds are to be used, the Purpose Statute then restricts the use of those funds to that specified purpose. Where the appropriation act has broad language or is unclear, other legislation (e.g., organic legislation, authorization act, or other related statutory provisions), the legislative history of the appropriation act and budget request documents should be examined to ascertain an appropriation’s purpose.

Summary of changes, as printed

This instruction has been revised and should be read in its entirety. Key changes include an updated expense/investment threshold aligned with current statutory limits; reformatting to meet DAFMAN 90-161 standards; and changing “Air Force” to “Department of the Air Force” to reflect inclusion of the United States Space Force. Refer to DAFMAN 65-605, Volume 1, for detailed guidance. All acronyms used are either commonly known or standard within the financial management community. DAFI65-601V1 6 MAY 2026 3
