Purpose, in the publication’s words

This instruction implements the Department of the Air Force (DAF) Policy Directive (DAFPD) 90-60, Sexual Assault Prevention and Response (SAPR) Program. This instruction provides directive guidance and procedures for implementing the DAF’s SAPR Program. This publication applies to DAF civilian employees (appropriated and non-appropriated); Service members subject to the Uniform Code of Military Justice (UCMJ) in Regular Air Force (RegAF), United States Space Force (USSF), the Air Force Reserve, and the Air National Guard (ANG) under Title 10 United States Code (USC), Armed Forces; United States Air Force Academy (USAFA) cadets; and eligible Reserve Officer Training Corps (ROTC) cadets. ANG members in a non-federalized capacity will follow policy set forth by the Chief of the National Guard Bureau (CNGB), consistent with the authorities outlined under Title 32 USC Section 110, Regulations, 10 USC § 10503, Functions of National Guard Bureau: Charter, and Department of Defense (DoD) Directive

Summary of changes, as printed

This document has been substantially revised and needs to be completely reviewed. Major changes include implementing the new sexual assault response workforce (SARW) model (SARWM), changed roles for commanders, and outlining the role of Office of Special Trial Counsel (OSTC). The changes also expand SAPR eligibility to DoD civilians and victims of military sexual harassment, expand victim support options, implement standardized forms, and other updates throughout to meet policy, training, procedural, and database management requirements. This document also adds processes consistent with the Presidential Memorandum, Implementing the Prison Rape Elimination Act, dated 17 May 2012. Sexual assaults in DoD confinement facilities involving Service members will be governed by Title 28, Code of Federal Regulations (CFR), Part 115, Prison Rape Elimination Act National Standards. Finally, this publication has been reviewed in whole to remove any stigmatizing language related to mental health, substance misuse, and suicide, aligning policies, procedures, and naming conventions consistent with federal laws and DoD policies affecting the SAPR Program.
