Purpose, in the publication’s words

This publication implements Department of the Air Force Policy Directive (DAFPD) 36-40, Language, Regional Expertise, and Culture Program. It establishes procedures and defines the roles and responsibilities for the Department of the Air Force (DAF) Language, Regional Expertise, and Culture (LREC) program, which includes the Foreign Language Proficiency Bonus (FLPB) program and the Foreign Language Proficiency Pay (FLPP) program. This publication applies to all civilian employees and uniformed members of the Regular Air Force (RegAF), the United States Space Force (USSF), the Air Force Reserve (AFR), and the Air National Guard (ANG). In collaboration with the Deputy Chief of Space Operations for Human Capital (SF/S1), Chief of the Air Force Reserve (AF/RE), the Director of the Air National Guard (NGB/CF), the Deputy Chief of Staff of the Air Force for Manpower, Personnel, and Services (AF/A1) develops personnel policy for the Total Force LREC program. Summary of changes, as printed

This interim change revises DAFI 36-4005 by (1) clarifying that an authorized representative other than the commander may sign the DAF Form 2096, Classification/On-The-Job Training Action, for Foreign Language Proficiency Bonus (FLPB) actions as well as the memorandum for record (MFR) for exception to policy (ETP), ad-hoc FLPB, deployment, assignment, and significant language training event (SLTE) waiver requests, (2) adding guidance on payment for multiple modalities (listening, reading, speaking) of the same language or dialect, (3) clarifying that Foreign Area Officers (FAO) selected for FAO pipeline training must maintain proficiency of 2 or higher in at least two modalities of the target language (assigned language for certification) before qualifying for FLPB for additional languages in their assigned region, (4) adding Tagalog as an AFOSI strategic language, (5) defining CONUS Overseas Developmental Education (ODE) programs that fall under the SAF/IAPA IAS Branch for FLPB, (6) adding/reordering of acronyms, and (7) correcting several administrative formatting issues. A margin bar (|) indicates newly revised material. Note: FLPB is no longer tied to the DAF Strategic Language List (SLL). Members receiving FLPB at issuance of this instruction who would not otherwise be eligible for FLPB based on the new rules in this publication, may retain eligibility through 31 July 2024, as long as the member’s certification remains current.
