Summary of changes, as printed

This interim change incorporates applicability to USSF and information related to Air Force Organization guidance (Chapters 24-31 and Attachment 4). It updates standard structures due to functional organization changes. It clarifies and updates DAF letter and special-order guidance. It clarifies organizational approval authorities (new Attachment 5). It lowers various organizational approval levels. It realigns certain Office Symbol Code (OSC) authorities to the commands. It makes updates driven by the designation of AFMC as Servicing MAJCOM for USAF units and Airmen assigned to USSF organizations (new Attachment 6). It updates tiering guidance and specifies that waiver requests for non-tiered compliance items must be submitted to AF/A1MC and commanders may not waive non-tiered compliance items. It updates AF/A1MO, Organization Division, to AF/A1MC, Current Operations Division. It incorporates Air Force Guidance Memorandum AFI38-101_AFGM2023-01, Renaming USAF Vice Commanders to Deputy Commanders. Additionally, this interim change removes all content contained within Chapters 17-23 and Attachments 2 and 3, which are now included in DAFI 38-106, Manpower Programming.
