How to read this page
The default is 3.6%. Under 37 U.S.C. § 1009(c) basic pay rises each January by the change in the Employment Cost Index unless Congress sets a different number. For January 2027 that automatic figure is 3.6%, which is what the Senate bill adopts. The House bill and the President's budget ask for more, shaped by grade: 7% for E-1 through E-5, 6% for E-6 through O-3, 5% for O-4 and above.
Both have to agree. A raise becomes real only when the House and Senate pass one reconciled NDAA and the President signs it; the bill is usually finished in December. DFAS then publishes the official table, and the first covered payday is the mid-month pay in January. Until that table exists, the numbers above are arithmetic on the current law, not entitlements.
What moves with basic pay. A percentage TSP contribution, the BRS agency match, SGLI-based figures and any bonus computed on monthly basic pay (a Navy SRB multiple, for example) all scale with the table.
