Is the Navy Stopping SRBs? No Message Says So, but the Law Behind Every Reenlistment Bonus Expires December 31
No NAVADMIN pauses the Selective Reenlistment Bonus, and the FY27 chart cuts that took effect October 8 were announced in September. The real date is December 31, 2026: 37 U.S.C. 331, the authority the Navy signs every SRB under, says no agreement may be entered after it, and the FY2027 NDAA that would extend it is stalled in the Senate. In 2008 the same miss stopped new bonus contracts for four weeks. Here is the law, the 35-day arithmetic, and what a four-year SRB is worth by rating.
The bottom line up front
- 1.As of October 8, 2026 the Navy has published no pause of the SRB program: the NAVADMIN index runs through 235/26 with nothing on SRB, and the only change this week is the FY27 chart's reductions and eliminations taking effect as announced on September 8.
- 2.37 U.S.C. 331(h), the authority OPNAVINST 1160.8C names for SRB, says "No agreement may be entered into under this section after December 31, 2026." The date was set by the FY2026 NDAA (P.L. 119-60, sec. 611) and covers every service's enlisted bonuses.
- 3.Both FY2027 defense bills move the date to December 31, 2027 (H.R. 8800 sec. 601; S. 4784 sec. 611). The House passed its bill 216-212 on July 22; the Senate's cloture vote failed 50-46 on July 14 and CRS reported on September 1 that the Senate has taken no further steps.
- 4.The last miss was January 1, 2008: CRS recorded that authority for more than 20 bonuses expired and the services halted them until P.L. 110-181 restored it retroactively on January 28, 2008.
- 5.To reenlist with an SRB in 2026 the request must be in NSIPS 35 days ahead, so November 26, 2026 is the last day for a December 31 reenlistment. A signed contract and its installments are not affected by the sunset.
We went looking for a Navy message that stops the Selective Reenlistment Bonus. There is not one. The NAVADMIN index on MyNavy HR runs through 235/26, dated October 7, 2026, and none of the 2026 messages touches SRB. The SRB page at BUPERS-312 still points to OPNAVINST 1160.8C and NAVADMIN 108/20, and the only change this week is the one the Navy announced on September 8: the FY27 award chart's 212 reductions and 16 eliminations took effect today, October 8. What is real is quieter and bigger. The law the Navy uses to sign every SRB contract expires on December 31, 2026, the bill that would extend it is stuck in the Senate, and the last time Congress missed that date the Navy stopped approving new bonus contracts on January 1.
Status as of October 8, 2026
Settled: 37 U.S.C. 331(h) reads "No agreement may be entered into under this section after December 31, 2026." Section 331 is the authority OPNAVINST 1160.8C names for the SRB program. Both FY2027 defense bills would move that date to December 31, 2027, and neither is law: H.R. 8800 passed the House 216-212 on July 22 and has sat in the Senate since September 14; S. 4784 failed a cloture vote 50-46 on July 14. Not settled: when Congress acts. The Navy has published nothing about a pause, and we are not predicting one. We are showing you the date, the law, and the 2008 precedent so you can decide what to do with your own reenlistment window.
What the Navy has actually published
Three documents govern SRB right now, and all three are on official Navy sites. OPNAVINST 1160.8C, signed September 8, 2026, replaced 1160.8B and restated the program's legal basis: "On 1 October 2013, Navy transitioned to the general bonus authority for enlisted members, located in reference (a), section 331." Reference (a) is Title 37 of the U.S. Code. The same day, BUPERS-312 posted the FY27 award plan (N13 SRB 001/FY27). Increases and new skills took effect immediately; reductions and eliminations waited until today, with October 7 the last day to reenlist at the old level. The MyNavy HR SRB page also explains the slowdown some sailors see every October, and it has nothing to do with Congress: "SRBs will not be approved until funds for the new fiscal year have been received, usually the first working day after 1 October." If your request sat in "working" status for the first days of the month, that is the reason. The page also lists the three ways the Navy closes an SRB: "SRB Shutdowns may be managed by NAVADMIN, promulgated by memo, or through an update to the Current SRB Award Level table." A program-wide stop would show up in one of those places. As of today it does not.
The law behind every SRB contract has an expiration date
Congress does not give the services permanent bonus authority. It writes a termination date into each bonus statute and moves the date forward one year at a time, usually inside the annual National Defense Authorization Act. For the general enlisted bonus authority the current date comes from the FY2026 NDAA, Public Law 119-60, signed December 18, 2025. Section 611(d)(1) of that law amended 37 U.S.C. 331(h) "by striking 'December 31, 2025' and inserting 'December 31, 2026'." That is the whole mechanism. Without another amendment, the Secretary of the Navy may not enter into a new SRB agreement on January 1, 2027.
The Navy knows this and says so in its own messages. Navy Recruiting Command's enlistment bonus message of January 16, 2026 (R 162042Z JAN 26) describes the 2026 NDAA as the law that "authorizes contracts to be entered into with certain Enlistment Bonuses (EB) through December 31, 2026" and adds: "The availability of bonuses under this policy is subject to congressional reauthorization of Section 331 of Title 37 U.S. Code." Enlistment bonuses and reenlistment bonuses sit on the same section. So do the Army's, the Air Force's, the Marine Corps' and the Space Force's enlisted bonuses. A lapse would not be a Navy problem alone.
- What the sunset covers: entering a new agreement. The words are "No agreement may be entered into under this section after December 31, 2026." A contract signed on or before that date is a signed contract.
- What it does not say: nothing in section 331(h) cancels an existing agreement or its installments. OPNAVINST 1160.8C pays 50 percent of an SRB at reenlistment and the rest in equal annual installments; those installments come from a contract that already exists.
- What else must line up: approvals need money as well as authority. The stopgap funding law (P.L. 119-103) runs through December 11, 2026. A funding lapse in December would hit approvals through a different door than the authority sunset. Our shutdown and military pay guide covers that side.
Where the extension stands in Congress
Both chambers wrote the same fix. Section 601(d)(1) of H.R. 8800, as passed by the House, amends section 331(h) "by striking 'December 31, 2026' and inserting 'December 31, 2027'." Section 611(d)(1) of S. 4784, the Senate Armed Services Committee bill, is word for word the same. The disagreement in Congress is about other things, from the pay raise to the Iran war, not about bonuses. But the bonus date rides inside the bill, and the bill is not moving.

History says late is normal and a miss is rare. The FY2026 act became law 78 days into the fiscal year. Three other defense bills were signed in the first week of January: the FY2011 act on January 7, 2011, the FY2013 act on January 2, 2013, and the FY2021 act on January 1, 2021. Each of those left Congress no slack, and each year the services' bonus dates were waiting on the signature. The one time the date was clearly missed is the case worth reading.
What happened the last time the date was missed: January 2008
In December 2007 the President refused to sign that year's defense bill over an unrelated provision on Iraqi assets. The bonus authorities expired at midnight on December 31, 2007. The Congressional Research Service recorded the result on January 23, 2008: "legal authority for more than 20 enlistment and re-enlistment bonuses expired on January 1, 2008" and "the armed services have temporarily halted payments of those bonuses, pending enactment of authorizing legislation." New agreements signed in the gap carried an addendum saying the member would be paid "if and when it is legislatively authorized," and CRS noted the Marine Corps "suspended its use of bonuses altogether."
Congress fixed it four weeks later. Public Law 110-181, signed January 28, 2008, says in its title that it addresses "the lapse of statutory authorities for the payment of bonuses, special pays, and similar benefits for members of the uniformed services." Section 610 made the extensions "take effect as of December 31, 2007," let each Secretary treat a contingent agreement signed between January 1 and enactment "as having taken effect as of the date on which the agreement was signed," and opened a 120-day window for anyone who had qualified during the gap but could not sign. Section 614(b) then moved the reenlistment bonus date to December 31, 2008. The Navy's December 31, 2007 message implementing the pause is not in the online NAVADMIN archive, which begins in 2017, so we do not quote it; the law and the CRS record are enough to show the shape of a lapse: new contracts stop, Congress backdates the fix, and sailors who signed contingent paperwork get paid late rather than never.
What it would mean for you
If you already hold an SRB contract, the sunset is not about you. Your installments come from an agreement that exists. If you are inside your reenlistment window and have not signed, the date matters, and the Navy's own timing rules decide whether you can beat it.
- The window. NAVADMIN 108/20 says sailors "must now reenlist within 365-days of their end of active obligated service (EAOS)." If your EAOS falls between January 1, 2027 and December 31, 2027, you are inside the window today. If it falls later, you cannot pull a reenlistment forward to beat the date, with one exception: nuclear-trained sailors "can reenlist at any point in the reenlistment zone."
- The 35-day rule. The SRB page is explicit: "SRB requests must be submitted between 35-120 days prior to reenlistment date via CIMS(NSIPS)." NAVADMIN 108/20 adds that "Sailors must have an approved SRB request before reenlisting." Counting back 35 days from December 31, 2026 lands on November 26, 2026, the Thursday of Thanksgiving week. A request entered after that date cannot be executed in 2026 without a waiver, and the page warns that "SRB reductions and closures are not in themselves justification to waive the 35 day requirement."
- The chart can still move. The authority date is a floor, not a promise. BUPERS-312 can reduce or close any rating or NEC by memo or by editing the chart, as it did on October 8. A level you see today is the level you lock when you reenlist, not before.
- Approvals need money too. With government funding on a stopgap through December 11, a December funding lapse could hold approvals even with the authority intact. In the 2025 lapse, Navy Recruiting Command kept writing enlistment bonus contracts with a clause that payment was "subject to the enactment of an appropriation from which payment can be made."
What a four-year SRB is worth today, by rating
Every figure below comes from two tables we host: the FY27 award plan in force since October 8 (multiple and ceiling by rating, NEC and zone) and the 2026 basic pay table from DFAS. The formula is the Navy's: monthly basic pay, times years of additional obligated service, times the award multiple, capped at the chart ceiling and at $30,000 per year of obligated service ($45,000 for Nuclear N33Z). OPNAVINST 1160.8C pays half at reenlistment and the rest in annual installments. These are the amounts that cannot be signed for between a lapse and its fix.

Worked example
An IT2 with NEC 745A whose EAOS is August 15, 2027
Two caveats. The award level is the one in effect on your reenlistment date, and BUPERS-312 can lower it before then. Reenlisting a year early also means a year of obligated service you might not otherwise have given. Talk to your command career counselor; the numbers here are the FY27 chart applied to 2026 pay, not a recommendation.
What to do now
- 1Check your EAOS against the 365-day window. EAOS on or before December 31, 2027 means you can reenlist this year. Nuclear-trained sailors can reenlist anywhere in their zone.
- 2Look up your current level on the FY27 chart. Use our Navy SRB chart with the FY26 edition beside it; if your level was cut on October 8, the old number is gone and the 35-day waiver will not bring it back.
- 3Get the request into NSIPS before November 26, 2026 if you want a 2026 reenlistment date. Earlier is better; the page says a valid request shows "working" and is approved about two weeks before the date.
- 4Do not sign anything that calls the bonus contingent without reading it. If a lapse happens, expect addendum language like the 2008 and 2025 versions. It is not a scam; it is how the Navy keeps contracts moving while Congress catches up.
- 5Watch two dates, not one. December 11 (stopgap funding ends) and December 31 (authority ends). We will update this page when either one moves.
The bottom line
There is no Navy SRB stoppage on the books, and the Navy has not announced one. There is an expiration date in the law, December 31, 2026, that every service's enlisted bonus authority shares, and the bill to move it has not passed the Senate. Congress has missed that date once, in 2008, and the services stopped approving new bonus contracts for four weeks until a retroactive fix. If you can reenlist in 2026 at a level you accept, the request has to be in NSIPS by November 26. If you cannot, nothing you sign today changes the date, and nothing in the statute touches a contract you already hold. Rates shown are the FY27 chart applied to 2026 basic pay; always verify with your command career counselor and finance office before making financial decisions.
